Brief Biography (English)

Mrs Ezirim is an M&E specialist with over 12 years’ experience. She holds a Master’s degree in public health and is currently pursuing a PhD in public health online.

From 2007 till date, She worked as an M&E specialist at the National Agency for the Control of AIDS (NACA), Nigeria for 4 Global Fund (GF) grants, 3 World Bank (WB) projects (HPDP1, HPDP2, and HPDP 3) and 3 USAID funded projects.  Currently, She is a Chief Programme Manager at NACA and She provided technical support to GF Abidjan-Lagos Corridor Project (ALCO) to develop its M&E Plan for implementing countries (i.e. Nigeria, Cote d’Ivoire, Ghana, Togo, and Benin). Additionally, She executed NACA mid-term reviews, outcome and performance evaluations, programme reviews, organizational assessments for a portfolio of approximately $28 million/year. Furthermore, She worked with different donors to develop and implement policies, strategic plans, result-based monitoring, and evaluation frameworks. As a result, am familiar with the policies, procedures, and practices of WB, GF, Gates Foundation, USAID, CDC, UNICEF, UNAIDS etc.

She has extensive experience developing M&E Plans e.g. developed M&E plans for the National HIV programme 2015, OATHS project, HPDP 2, GF project, etc.  She is experienced with setting up M&E information systems e.g. deployed DHIS (district health information system) and EMR (Electronic medical records) across all states. Developed and reviewed the national HIV monitoring tools in 2014 & 2018 and have conducted periodic Data Quality Assessments for CSOs in over 20 states. Oversaw the successful completion of several evaluations such as evaluation of the UNICEF ALL IN project, evaluation of Nigeria Phase 1 GF HIV grant, evaluation of HAF project and MAP project of the WB, evaluation of the European Union DG ECHO gender policy, evaluation of NCAPS project, etc. On these evaluations, She coordinated the entire process from the composition of multidisciplinary evaluation teams, study design, development of evaluation framework, protocol development, ethical approval, desk review, questionnaire development, trained data collectors, data management (data collection, data quality assurance, data analysis), report writing and dissemination of findings.  Similarly, am very experienced with the application of the theory of change and attribution of causality in evaluations. She has successfully executed over 25 research in urban and rural settings in Africa using physical and online interview tools like survey monkey, WhatsApp, skype, and zoom for data collection. She is highly proficient in the design of qualitative & quantitative research, tools development, analysis, report writing, and dissemination to diverse audiences. Highly experienced in supporting procurement with the drafting of TOR, RFA, and evaluation of submissions.

She has conducted capacity need assessments, developed and implemented capacity building plans. Built capacity of government institutions (federal, state, LGA), implementing partners, CSOs, health facilities, Armed forces (Army, Airforce, and Navy, etc. on M&E and research. She headed the capacity building subcommittee of the M&E Technical working group for 2 years and made presentations at 12 state health data consultative meetings. She is well recognized for simplifying and communicating complex data to program managers and decision-makers.  She skilled in computing including the use of Microsoft office suite, google tools, SPSS, NVIVO, Epi-Info, GIS, CSpro, etc. She speaks, reads, and writes in English fluently. She also reads and speaks French. My documentation and reporting skills are evident with 16 publications to my credit.
