Brief Biography (English)

Carin Bosman is a leading scientist and specialist in water resource and waste management and governance in South Africa. She is known for her exceptional knowledge of the technical interpretation of South African environmental (particularly water) laws in the context of the constitution and just administrative action legislation, as well as for her passion to protect especially groundwater resources, which she believes is essential to mitigate the potentially devastating effects of climate change on society.

Carin has more than 30 years of experience in water governance, and started her career as water chemist, conducting organic and inorganic chemical analysis on water samples in the Institute of Water Quality Studies (IWQS) laboratories, after which she implemented a continuous monitoring network in the Vaal catchment; and as water pollution control officer in the Department Of Water And Sanitation (DWS) Regional Office, she investigated pollution incidents and addressed water quality impacts in the Klip Spruit and Riet Spruit catchments.

She was part of the technical team who contributed to the drafting of the National Water Act 36 of 1998 (NWA), and as Assistant Director in DWS Head Office, she provided inputs into the drafting of the first and second editions of the National Water Resources Strategy, dealt with hazardous waste policy and waste classification, and compiled a number of guidelines for the DWS, including the first guideline for Water Use License Applications (WULAs) in the year 2000, a cholera response guideline in 2002, and the Best Practice Guidelines for mining in 2007.  As Director: Resource Protection and Waste Management she led the DWS Team in the KOSH-matter, which resulted in the first Supreme Court decision on upholding a Directive issued under section 19 of the NWA for the protection of both surface- and groundwater resources.

After her tenure at the DWS  she started her own company (CBSS cc) in 2008, and has since prepared many Water Use License Applications (WULAs) for mines, industries, and municipalities, and conducted numerous audits to determine compliance with WULA-conditions. She has also been a member of several Steering Committees and specialist Reference Groups for Water Research Commission (WRC) projects and took part in the WRCs WADER programme with two innovations (Leguaan™ SaaS and WaterMonster™ App) aimed at aligning water monitoring with 4IR.

She has presented at both local and international conferences, where she won the best presenter award on more than one occasion. Carin is an invited guest lecturer at four South African Universities on water governance and has been presenting training courses to more than 1,000 delegates over the past 10 years.  She conducts regular media interviews on water- and environmental governance matters and engages in conversations about water on social media.  She also gives pro bono advice to communities experiencing water problems and has served on the expert panel of the Centre for Environmental Rights, giving inputs on water aspects in several court cases. Carin is a Fellow at the Water Institute of South Africa (WISA), where she has been an active member for more than 20 years. In addition to the accredited water governance training course that she is presenting in collaboration with WISA, she currently serves on the WISA Training Quality Assurance Committee, and on the Technical Committee for the 2022 and 2024 WISA Biannual Conference.
